MATADOR Law Enforcement Technologies Secures $7.45 Million DHS Contract for Innovative Remotely Deployed NightHawk Pursuit Prevention Technology
Prescott, Arizona (December 1, 2023 - MATADOR Law Enforcement Technologies, headquartered in Prescott Arizona has been awarded a five-year $7.45 million firm-fixed-price indefinite delivery, indefinite quantity (IDIQ) contract. This accomplishment positions MATADOR to provide the Department of Homeland Security (DHS) with the revolutionary Remotely Deployed NightHawk Pursuit Prevention Technology, the world's first remotely deployed RoadSpike strip tire deflation device.
The concept was developed by the Engineering Science Analysis Corporation (ESACORP) under the auspices of the Small Business Innovation Research (SBIR) program. Martin Martinez, who serves as both the President of ESACORP and the General Manager of MATADOR, reflects on the journey: "When we embarked on the path to secure SBIR development funding, the Arizona Commerce Authority was still in its formative stages. However, they proved to be instrumental, offering the vital resources and FAST Grant funding necessary to propel us toward securing these crucial development contracts."
Martinez further underscores ESACORP's pivotal role in advancing this project from its initial Phase I stage to its triumphant culmination in Phase III. He elaborates, "ESACORP adeptly navigated the program's evolution, harnessing our distinctive and efficient product development process." Notably, ESACORP also facilitated the licensing of this groundbreaking technology to a Chandler-based company, a key contributor in transitioning the NightHawk from its developmental phase to a remarkable, market-ready product.
MATADOR has assumed responsibility for the NightHawk and has established NightHawk Operations to support and manufacture the product. Martin Martinez emphasizes, "The Arizona Manufacturing Extension Partnership (AZMEP) played an indispensable role in this pivotal step, assisting MATADOR in establishing LEAN Manufacturing practices, enhancing accounting processes, and refining marketing strategies to optimize our operational efficiency."
MATADOR has formed a strategic partnership with ESACORP to provide engineering and product development expertise. ESACORP's invaluable contribution will extend to implementing future enhancements for the Remotely Deployed NightHawk Pursuit Prevention Technology and other innovative products that MATADOR plans to bring to the market.
